Summary
Cultural mapping projects can successfully operationalize deep participation when agents negotiate its meaning and stakes, leading to meaningful urban development outcomes. This study analyzes the 'Manobras no Porto' project, demonstrating that genuine participation—beyond mere consultation—requires diverse motivations and skills from stakeholders. The research highlights the complexity of participatory processes in cultural mapping, emphasizing their role as exercises of negotiation between involved parties. By examining this Portuguese case, the study contributes to theoretical debates on governance, urban development, and the practical implementation of participatory cultural strategies.
