Summary
Hiroshima's post-war reconstruction and development were driven by competing visions of becoming either a 'Peace City' or a 'Peace Memorial City.' While early planning emphasized peace city concepts, the financial crisis of the era led to the prioritization of peace memorial functions, as formalized in the Hiroshima Peace Memorial City Construction Law. Despite this, Hiroshima has since evolved into a more significant symbol than initially intended, blending urban development with enduring peace advocacy.
