Summary

Hiroshima's peace administration has evolved into a significant element of Japan's double-structured pacifism, with the concept of 'Hiroshima Heart' serving as a powerful agency for achieving world peace. This shift was driven by political leadership, notably Mayor Setsuo Yamada, who championed constitutional pacifism and revived the Hiroshima Peace Memorial City Construction Law to designate an 'International Peace Cultural City'. His successor, Mayor Araki, redefined 'Hiroshima Heart' beyond hibakusha aid, embedding it as a symbolic force for global peace. The study traces this transformation through the lens of Gensuikin movements and political dynamics from 1954 to 1975.
