Summary

A critical analysis of the 'Scoping & Planning' stage (2012–2016) for the restoration and renewal of the Palace of Westminster reveals a covert political process that threatens to undermine both the British Political Tradition and the dominance of the two main political parties. The research exposes how embedded elites, fearing loss of privilege, employ closed and secretive decision-making to restrict reform parameters, thereby limiting democratic input. This study provides the first in-depth examination of these 'hidden politics,' highlighting how crises can serve as windows for systemic recalibration but also how elite resistance can stifle meaningful change.
