Summary

A critical analysis of non-commercial fishing practices and policies in the Northwestern Hawaiian Islands offers valuable insights for managing the newly expanded Papahānaumokuākea Marine National Monument (PMNM). The study identifies key cultural, practical, and regulatory aspects of non-commercial fishing that could inform the development of future management plans for the PMNM's Monument Expansion Area (MEA), which prohibits commercial fishing but allows for potential non-commercial activities. By synthesizing existing documents, the research provides a foundation for crafting regulations that balance conservation goals with traditional and recreational fishing practices. This work is essential as the U.S. government prepares to draft regulations in coordination with the Western Pacific Regional Fishery Management Council and NOAA.
