Summary
A groundbreaking approach to heritage management emerged from the Estudio de Impacto Patrimonial (EIP) conducted in Valparaíso, Chile. This study, commissioned by UNESCO and ICOMOS, demonstrated that EIPs can transcend their technical purpose of assessing development impacts on cultural heritage sites, instead serving as dynamic platforms for citizen engagement, collective reflection, and deliberation on the past, present, and future of urban landscapes. The 2015-2016 EIP in Valparaíso, a UNESCO World Heritage Site since 2003, revealed that integrating public participation is pivotal for democratic decision-making in heritage planning. By incorporating concepts like the paisaje urbano histórico (PUH), this process not only evaluated potential impacts of megaprojects but also fostered inclusive discussions on preserving and shaping Valparaíso's unique cultural identity.
