Summary
Irregular and inefficient changes in Ukraine's system of executive bodies hinder the effective use and protection of historically significant lands, including those designated as UNESCO World Heritage Sites like the Wooden Tserkvas of the Carpathian Region. The study identifies a lack of systematic reform in the governance structure, particularly concerning the Ministry of Culture and Information Policy, the State Service for Cultural Heritage Protection, and the State Inspection for Cultural Heritage. These bodies, though authorized for heritage protection, operate within an unstable legal framework that undermines coherent policy implementation. The research combines historical and contemporary analyses to highlight how legislative inconsistencies disrupt heritage management, posing risks to cultural preservation efforts.
