Summary
Urban transportation reforms in Peru, including those in Lima and Arequipa, have struggled to achieve their goals due to a lack of mobility planning, leading to a reliance on demand-driven paratransit services. Despite efforts to integrate centralised, planned routes with informal ones, insufficient road infrastructure and incomplete route provision have perpetuated the prevalence of paratransit, which is more responsive to local needs but less regulated. This study highlights the challenges in transforming urban transport systems in secondary cities of the Global South, offering insights into the complexities of hybrid transport service consolidation.
