Summary
State actors wield significant agency in urban development by leveraging planning as a critical resource that binds together public and private interests, even in projects marked by uncertainty and conflict. This study compares the CityLife project in Milan and Tour and Taxis in Brussels to demonstrate how planning serves as a 'glue' for development coalitions, though its application varies contextually. In Milan, local administrations prioritized economic and financial imperatives, reflecting a financialized governance approach, while in Brussels, planning was used to rebalance power dynamics among state actors. These divergent outcomes highlight the influence of local governance structures and planning systems on the formation of distinct development regimes—one marked by financialization and another as an experimental entrepreneurial 'laboratory' for testing new governance frameworks.
