Summary
A balanced approach to heritage management, integrating public participation, planning, legislation, and fiscal mechanisms, can effectively preserve the cultural continuity of traditional Chinese villages like Xidi and Hongcun while fostering sustainable development. This study identifies key governance principles for historic urban landscapes (HUL) by analyzing the evolution of heritage management in Southern Anhui's villages. It highlights the challenges in stakeholder engagement, policy frameworks, and funding models, proposing strategies to optimize HUL governance. By examining case studies, the research underscores the need for interdisciplinary collaboration and adaptive policies to ensure long-term conservation and development.
