A Model and Tool for Community Engagement Case Study: Community Engagement in the Bisotun World Heritage Site

A practical model and tool for community engagement in cultural heritage management have been developed, addressing longstanding gaps in stakeholder involvement. This approach bridges the gap between theoretical support for community participation—rooted in the Venice Charter (1964) and Faro Convention (2005)—and its implementation at the Bisotun World Heritage Site. The proposed framework aims to overcome challenges such as limited awareness of heritage rights among communities and reluctance from authorities, offering a structured method for inclusive decision-making. By providing clear guidelines and tools, this study contributes to shifting cultural heritage management toward a more participatory, people-centered approach.
