Summary
Brasília's urban development, shaped by mid-20th-century modernist state policies, presents a paradox: while designed to function as a high-quality tertiary city for federal institutions and the modern elite, it also reflects persistent social inequalities. The study reveals that despite efforts to protect its planned structure from spontaneous urban sprawl, Brasília's growth has led to conurbation with surrounding areas, reinforcing poverty, environmental degradation, and social exclusion. This research analyzes the mechanisms, actors, and outcomes of this dual urbanization process, questioning whether a new modernist public action could foster more equitable access to urban resources in the metropolitan region.
