Summary
Post-war urban development in Pskov, Russia, prioritized rapid reconstruction over the preservation of its UNESCO-listed Churches of the Pskov School of Architecture. A 1945 master plan envisioned a low-rise historical center to highlight ancient churches and fortress walls, but ideological shifts led to the transformation of Sovetskaya Square into Lenin Square—a dense transport hub with buildings like the Oktiabr movie theater. While later plans (1963, 1973) expanded housing and infrastructure, they often overlooked monument conservation until professional advocacy in the mid-1960s shifted priorities toward balancing urban growth with tourism development.
