Summary

Ecuador lacks cohesive public policies for integrated management of 3S tourism (sustainable, solidarity, and community-based), hindering its potential as a valuable economic alternative. A SWOT analysis identified strengths in policies, responsibilities, institutions, and citizen participation, while weaknesses included regulations and education for sustainability. Opportunities lie in strategies, instruments, and information, but threats include economic resources and training. The study emphasizes the need to consolidate 3S tourism as state policy to improve coastal economies and reverse Ecuador's deteriorating image. It used a literature review across ten key aspects of ICZM (Integrated Coastal Zone Management) to assess tourism in continental Ecuador and the Galápagos Islands.
