Summary
Volcanic risk management in Arequipa, Peru, has predominantly followed a vulnerability-focused paradigm since the 1990s, with emerging resilience-oriented practices still embedded within this framework. This study introduces a novel theoretical and methodological approach, combining Kuhn's notion of paradigms and Foucault's concept of apparatuses to analyze the evolution of volcanic risk management. Through qualitative interviews with key stakeholders and ethnographic fieldwork, researchers examined institutional documentation spanning three decades. Findings highlight the persistence of vulnerability-centric practices, even as resilience strategies emerge, underscoring the need for a broader shift in risk management paradigms. This interdisciplinary approach offers insights applicable beyond Arequipa, bridging gaps between management, geography, and Earth sciences.
