Summary
Cultural heritage sites often face governance failures due to divergent stakeholder interests, leading to adverse consequences for both the sites and their constituencies. This study introduces a novel approach using the Institutional Analysis and Development (IAD) framework combined with McGinnis’ Network of Adjacent Action Situations (NAAS) to diagnose conflict drivers and management challenges at UNESCO World Heritage Sites. By analyzing two prominent sites—Machu Picchu in Peru and Angkor in Cambodia—the research demonstrates how this framework can illuminate interrelated governance dilemmas, offering insights into stakeholder dynamics that influence site management outcomes.
