Summary
A study of Cáceres, a UNESCO World Heritage Site with roots dating to 1778, reveals significant gaps in municipal legislation aimed at preserving its historic, architectural, and landscape heritage. Despite the city's designation as a historical patrimony by IPHAN in 2010, only partial legislative measures have been implemented. While a Master Plan exists, critical complementary laws supporting preservation strategies remain unenacted. The research analyzed federal legislation, urban statutes, and municipal laws, alongside materials from the development of a Normative Instruction draft for the historic center and updates to the city's Master Plan. Findings underscore the need for stronger legal frameworks to effectively safeguard Cáceres' cultural heritage.
