Summary

Visitor management at UNESCO World Heritage Sites, such as Angkor, must now integrate public health goals alongside traditional sustainability objectives. This study reveals that COVID-19 has introduced a new dimension to visitor strategies, requiring collaboration among tourism authorities and health agencies. While pre-pandemic approaches focused on balancing economic, social, and environmental factors, post-COVID-19 management demands proactive risk mitigation. The research employed qualitative methods, including participant observation for pre-COVID-19 data and expert recommendations for post-pandemic strategies, using grounded theory and Atlas.ti software for analysis. Findings highlight potential conflicts between public health measures and other sustainability goals, particularly economic and social objectives, while emphasizing the need to adapt to a 'risk society' paradigm.
