Summary

A new paradigm for urban heritage conservation and management has emerged in the 21st century, integrating perspectives from urban planning and socio-economic development. This study assesses the consistency of existing policies with this paradigm using a novel multi-scalar and multi-sectorial framework, focusing on Florence (Italy) and Edinburgh (UK). The research found that some key principles of the new approach are already embedded in local practices, offering insights into strengths, weaknesses, opportunities, and threats. It highlights good practices while identifying discrepancies, providing actionable recommendations for policymakers to revise urban management strategies in line with contemporary international standards.
