Summary

A tailored water agreement for the Taos Valley, achieved through settlement outside formal court proceedings, offers a more historically aligned resolution to complex water rights disputes. The case, sparked by an unbuilt dam but extending to broader water use negotiations, involved key stakeholders—including Taos Pueblo, regional acequias, and the city of Taos—to craft a compromise that reflects traditional practices. While the agreement is now in effect, ongoing concerns persist regarding groundwater pumping, shortages, and the exclusion of some parties. This study highlights the potential for collaborative, non-adversarial processes to address contentious water management issues.
