Summary

Significant disparities exist in high-quality development (HQD) across regions in Hubei Province, with Wuhan City's average comprehensive index being 7 times higher than Xiangyang and 46 times higher than Shennongjia district. The study, which analyzed data from 2010 to 2020 using the comprehensive entropy method and BP neural network, found that economic growth, innovation, and opening-up have the highest impact on HQD, while coordination and sharing lagged. It also predicted a temporary decline in Hubei's development index due to COVID-19, followed by a gradual recovery starting from 2022. The research underscores the need for tailored sustainable environmental policies that integrate institutional and market measures.
