Summary

A conceptual framework for Urban Heritage Facility Management (UHFM) has been validated, demonstrating its effectiveness in balancing heritage preservation with sustainable urban management at Norwegian World Heritage Sites. The study, conducted through interviews and correspondence across Røros, Rjukan, and Notodden, shows how UHFM integrates technical department tasks with the Historic Urban Landscape approach—now including a 'monitoring and evaluation' step—to support comprehensive service provision. This framework enhances the preservation of Outstanding Universal Value while fostering sustainable tourism, highlighting its potential for global application in heritage conservation.
