Summary

Low population motivation for self-organization is the primary barrier to expanding local revenues for self-government bodies in the economically less developed Samegrelo-Upper Svaneti region of Georgia. A survey across nine municipalities revealed that while there is potential for increasing municipal income through taxes and fees, residents' engagement in self-governance processes remains hindered by systemic issues. The study highlights a disconnect between policy recommendations and practical implementation, identifying key challenges that prevent local populations from contributing effectively to their own governance. This research underscores the need for targeted interventions to foster civic participation and strengthen local financial autonomy.
