Summary

Diving tourism systems, particularly in Least Developed Countries (LDCs), demonstrate resilience to complex changes such as the COVID-19 pandemic, urban development, and governance transformations. A study of Ponta do Ouro, Maputo National Park, Southern Mozambique, engaged 71 stakeholders from the diving industry, businesses, park authorities, and communities in 2022 and 2023. Stakeholders identified interconnected changes with both negative and positive effects, highlighting the importance of stakeholder engagement in planning resilience strategies. The research underscores that participatory approaches can mitigate conflicts and benefit small communities in LDCs, ensuring sustainable development for diving tourism systems.
